Jamie is a partner whose practice covers a wide variety of development planning matters ranging from large scale residential development through to complex regeneration projects. 

He has extensive experience across a wide variety of development planning matters ranging from large scale residential development to complex regeneration projects. He has advised a diverse range of clients including lenders, JVs, charities, commercial developers, retailers, national housebuilders and public bodies. His experience includes advising on application strategy, interpreting policy and legislation, drafting and negotiating complex planning and infrastructure agreements, CIL, viability, planning appeals and judicial reviews.

Having worked in both the public and private sectors, Jamie brings valuable insight and a balanced, commercial, perspective to negotiations. He is also a Solicitor Advocate with higher rights of audience and has contributed to several industry publications including Planning magazine, Construction News and is a member of the Consulting Editorial Board for Lexis Nexis’ Planning Law Experts.

Experience
  • Acting for a Joint Venture on its plans to deliver 2,500 new homes as part of an ambitious estate regeneration project in Clapham Junction, London. Advice covered the negotiation and drafting of planning agreements, de-risking committee reports, establishing governance protocols, compliance with the Environmental Impact Assessment Regulations 2017, CIL mitigation strategies and indemnities, viability assessments, and procedural guidance on the determination of the application and judicial review risk.
  • Acting for a Local Planning Authority on ambitious plans by Homes England to deliver a new community in Burgess Hill to create 3,500 new homes, schools, extensive public open space, sports facilities, community centres and significant highways infrastructure. Jamie advised on the drafting of planning policy documents to underpin the applications, governance matters, land disposal requirements and negotiating complex planning agreements which included innovative drafting to anticipate the effects of recent Government policy changes.
  • Advising a University on the proposed redevelopment of a significant, multi-phased, Science Park with associated commercial and residential development. Advice included planning policy/site allocation requirements, governance and decision-making, securing planning permission (including negotiating planning conditions), and drafting, negotiating and settling the planning agreement which included complex housing obligations and viability review mechanisms.
  • Acting for a developer in connection with large mixed-use scheme in the South East. Advice included the structuring, sequencing and determination of various outline, hybrid and S73 planning applications, together with negotiating planning conditions, BNG requirements, and drafting, negotiating and settling a number of planning and highways agreements.
  • Acting for a national housebuilder on a high-profile residential scheme in central London, involving the securing of planning permission following negotiation of a planning agreement and, subsequently, successfully defending a judicial review challenge to the permission.
