Protocol for Legal Professionals Wishing to Raise Concerns Informally About Coroner Behaviour: July 2026

The Chief Coroner’s recent Protocol formalises an existing informal process for legal professionals (barristers, solicitors, legal executives [1]) to raise concerns about Coroner behaviour where issues are isolated, relatively minor, and capable of early resolution.

Concerns may be raised directly with the relevant Coroner, in private, following the conclusion of the attended hearing. Notice should be given beforehand to the Coroner as to the nature of the concerns. 

If the direct approach is not appropriate, legal professionals can raise the concern through the relevant Senior Coroner, or via the Chief Coroner’s Office where appropriate. 

The process emphasises professionalism, fairness, confidentiality, and prompt consideration, while ensuring those raising concerns can do so without fear of adverse consequences. 

The complainant will be informed, in general terms, of the outcome and any action taken. The process is intended to facilitate early, informal resolution and does not prevent escalation to a formal complaint where appropriate.

Serious allegations, including bullying, harassment, discrimination, misconduct, or repeated inappropriate behaviour, remain matters for the Judicial Conduct Investigations Office through the formal complaints process.
