Overview

In this session, Matthew Lowry provides an overview of the new Renters’ Rights Act 2025 (‘RRA 2025’), which represents the most significant reform of the private rental sector in over 30 years.

The legislation aims to rebalance the relationship between tenants and landlords and improve housing standards across the sector. Matthew explains the implications for property owners and their insurers and outlines how they can adapt to the new requirements.

Learning Objectives:

  • Identify and explain the key provisions of the RRA: The abolition of non-fault evictions (s21 Housing Act 1988), the end of fixed-term tenancies, decent homes standard and rent controls.
  • Understand the impact on property owners: The likely increased legal costs incurred by landlords wanting possession of their properties, increasing regulatory/compliance obligations, and the expected market changes.
  • Recognise the impact on insurers:  Likely increase in property damage claims by landlords, effect on policy premiums, exposure to increased risk, and how insurers can adapt.
  • Outline practical steps for landlords: How landlords can ensure compliance with the RRA 2025.
