11 NOVEMBER 2025
US tariffs
- On 10 November 2025, as a result of the trade agreement reached between the US and China, the US reduced its ‘fentanyl-related’ tariff from 20% to 10% on all Chinese imports subject to the additional ad valorem rate of duty applicable under Executive Order 14195. The deal has the effect of reducing US tariffs on Chinese imports to approximately 45% to 47% in total.
USTR Section 301
- In response to the US-China trade agreement, the US Trade Representative (USTR) has announced that it will suspend any action taken as result of the Section 301 Investigation into China’s Targeting the Maritime, Logistics and Shipbuilding Sectors for Dominance.
- The USTR is suspending all responsive action for a period of one year. During the suspension period, no party will accrue liability for or be required to pay the fees on maritime transport services under Annexes I, II, or III of the April 23 notice.
China Special Port Fees (SPFs)
- In line with the USTR suspension, China has also announced the suspension of the SPFs to be imposed on US Vessels by virtue of the ‘Announcement of the Ministry of Transport on Imposing Special Port Fees on U.S. Vessels" (Announcement No. 54, 2025)
When will the tariffs come into effect?

The reduced ‘fentanyl-related’ tariffs came into effect on 10 November 2025.

The USTR suspension on fees imposed under s.301 and the suspension on China’s SPFs on US Vessels also took effect from 10 November 2025. Each suspension will run for a period one year until 9 November 2026.
