Angela is a Partner in Clyde & Co’s projects and construction group based in the Dar es Salaam office. She advises clients across the energy sector on complex, multi-jurisdictional projects in Africa, the Middle East and Europe. Her work covers upstream, midstream and downstream oil and gas matters, along with mergers and acquisitions, joint ventures, project development and regulatory compliance.

Angela has extensive experience advising on complex, multi-jurisdictional energy projects across Africa, the Middle East and Europe. She offers deep expertise across the upstream, midstream and downstream oil & gas value chain, complemented by a strong record in M&A, joint ventures, project development and regulatory compliance.

Angela is a dual-qualified lawyer (England & Wales and Tanzania)

Prior to joining Clyde & Co, Angela served as General Counsel for Shell in Tanzania, leading legal strategy for one of East Africa’s most significant energy portfolios. She advised on world-scale LNG development, deepwater exploration and multi-billion-dollar negotiations with governments, NOCs and international energy majors. She was recognised as East Africa General Counsel of the Year – Oil & Gas (Legal Era, 2025) and featured in the Legal 500 GC Powerlist, Angela is known for combining commercial pragmatism, rigorous legal strategy and strong ethical leadership.

Angela is fluent in Swahili and English.

Experience

Upstream

  • Advising on the full lifecycle of upstream oil and gas operations, including:
  • Acquisition of upstream acreage through Production Sharing Contract (PSC) negotiations and bid processes, including drafting PSCs, Joint Operating Agreements (JOAs), licence agreements, and bid documentation.
  • Development of PSC assets, including field development, drilling activities, and operational contracting such as rig agreements and mutual assistance arrangements.
  • Acting as lead counsel for a joint-operated interest in offshore deepwater blocks, including advising on a potential unification of acreage and the associated regulatory interface with government authorities.
  • Providing advisory support on exploration opportunities along the Atlantic margin.
  • Advising on various PSC interests across the region, including in Zanzibar, Kenya, and Madagascar.

Midstream & Downstream

  • Acting as lead counsel on a USD 42 billion LNG Plant project development in Tanzania, including negotiating host government agreements, project framework structures, and shareholder arrangements.
  • Advising on project structuring to ensure bankability and compliance with applicable regulatory frameworks.
  • Providing legal support for a small-scale LNG regasification project in Gibraltar.
  • Advising on a proposed Gas-to-Liquids project in Mozambique.

Mergers & Acquisitions

  • Advising Shell on its acquisition of Pavilion Energy Pte. Ltd.
  • Advising Shell on the USD 900 million divestment of its Gabon onshore portfolio to Assala Energy (Carlyle Group).
  • Advising on the £700 million sale of Sentrum Group companies to Digital Realty.
  • Acting for distressed asset investors on the acquisition of London commercial warehouses valued at £38 million.
