Qualified both in the UK and Hong Kong, Liz has worked on major infrastructure projects internationally, including transport projects such as Hong Kong Airport, the M1/M15 Motorway in eastern Europe and the London Underground privatisation.

Liz has advised on a number of facilities management and public sector outsourcing contracts. Since the introduction of PPP/PFI in the UK, Liz has been involved in advising contractors, service providers, consortia, and public bodies on a wide range of projects.  These have included healthcare, education, defence, custodial, and social housing PFI projects such as Colchester Garrison PFI;  Manchester and North Staffordshire Acute Hospital PFI; Bradford, Tower Hamlets and Southwark BSF;  Islington,  Lambeth and Kent Housing PFI.

More recently Liz has been acting for Project Companies, investors and funders in respect of asset management arising from their operational PFI schemes.

  • Advising the sponsors and equity investors in Kent Housing PFI, a GBP 40 million PFI project to provide housing for the most vulnerable individuals and families in Kent, comprising extra care sheltered housing and supported social housing
  • Advising the shortlisted facilities management provider on the first UK PF2 project, Hertfordshire, Luton and Reading Priority Schools Building Programme (HLR PSBP)
  • Advising the building contractor on a property based PPP with the London Borough of Tower Hamlets for the refurbishment and development of leisure facilities and the provision of housing
  • Advising a number of project companies and lenders on the conversion in their PFI schools portfolios from maintained schools to academies
  • Advising the responsive repairs and refurbishment contractor on Lambeth Myatts Field North Housing PFI project which included contracts for a new energy plant and solar solution to both refurbished and new homes - this innovative arrangement assisted with the affordability of the scheme and reduces the carbon footprint as well as tenant and leaseholders' energy costs
  • Advising the project company on the GBP 37 million expansion of prison facilities at HM Prison & Young Offenders' Institution Parc in Wales
  • Advising the project companies in respect of a GBP 320 million portfolio of Acute PFI Hospitals in the Midlands
  • Advising the SPV in relation to the Nottingham Arrow Light Rail PFI project which included advising on the termination of NET1 and sale of the SPV to the successful incoming consortium for the construction of phase 2
  • Advising the lenders in relation to the sale of seven UK street lighting PFIs
  • Advising the contractor on the sale of its PFI investments in LIFT projects
