Dilara advises clients across Europe, Central Asia, Latin America, and Africa, with particular experience in disputes arising in the oil and gas, construction, and international trade sectors.

Her experience includes advising clients – states, public entities, and private companies – at various stages of international commercial and investment arbitration proceedings under the major arbitration rules, including those of ICSID, UNCITRAL, and the ICC. Dilara also serves as secretary or assistant to arbitral tribunals in proceedings conducted under the ICC, SCC, LCIA, and DIAC rules.

Education 

Dilara holds an LL.M. in International Dispute Settlement (MIDS) from the University of Geneva and the Graduate Institute of International and Development Studies (2017) and a Doctor of Law degree from the Lomonosov Moscow State University (2015). Dilara also has extensive experience in various international moot court competitions, where she acted as a participant, coach and arbitrator.

Counsel in investor-state arbitrations:

  • Representation of an Eastern European State in proceedings initiated by a chemicals and fertilizers company before the SCC under the ECT, concerning arbitral awards rendered under natural gas supply contracts.
  • Acted for an Eastern European State in an ICSID arbitration relating to the fine imposed upon tobacco manufactures by the Antimonopoly Committee.
  • Acted for an Eastern European State in an ICSID arbitration relating to changes to national incentive scheme for investments in the renewable energy sector.
  • Acted for an Eastern European State in an UNCITRAL arbitration concerning the shareholding in an oil refinery.
  • Advised a Central Asian State in ICSID annulment proceedings concerning the termination of an oilfield exploration license.
  • Advised a Central Asian State in an ICSID arbitration relating to the ownership of pharmaceuticals manufacturer.
  • Represented an investor in an ICSID arbitration against a state on the northern coast of South America concerning the termination of a parking concession agreement.
  • Represented Cameroon in an ICSID arbitration relating to the online fundraising platform.
  • Advised Cameroon in ICSID annulment proceedings concerning the restructuring of a commercial bank.

Counsel in commercial arbitrations:

  • Represented a European high-tech company in three parallel arbitration proceedings (ICC and ad hoc), conducted in English and French, concerning a dispute arising out of a know-how licensing agreement.
  • Representing a Southern European State in an ICC arbitration initiated by European and American companies relating to the annulment of a concession for the management of hospitals.
  • Represented a foreign energy company in an ICC arbitration against a Caribbean and Latin American State in a dispute concerning the construction and operation of a power plant. 
  • Represented an international consortium in an ICC arbitration against a Latin American city, concerning aerial tramway infrastructure.
  • Acted for multiple European companies in an ICC arbitration relating to the sale of a large smelter in Europe.

  • SCC arbitration concerning the construction of one of the largest metallurgical plants in Eurasia.
  • ICC and DIAC arbitrations relating to distribution contracts in the Middle East.
